Overview

Welcome to the Council's Employee Benefits Group Online. We are dedicated to serving you in the administration of your employee benefits program. More than 700 employers count on the Council's Employee Benefits Group for coverage for their employees. The combined negotiating power of these employers and their 13,000 employees allows the Council's Employee Benefits Group to offer a variety of benefit offerings at low group rates.

PreferredBlue PPO

The PreferredBlue PPO is a managed care option that provides the greatest amount of choice with respect to providers using the PreferredBlue Provider Network. Network providers must be used to receive the highest levels of coverage. Out-of-network coverage is available.

The Out of Area program is available to employers who have employees residing outside of western Pennsylvania.

CommunityBlue Direct
The Open Access plans offer 'open access' to care. In these plans, each covered family member has direct access to any provider - including specialists - in or out of the DirectBlue network or CommunityBlue network, respectively. Care that is received from a network provider is paid at the highest level. Care that is received from an out-of-network provider will be paid at a lower level after satisfying a deductible. No referrals are required for medical services. Although members are not required to select a Primary Care Physician (PCP), they can choose a personal physician to establish an ongoing relationship and to keep care consistent.
SelectBlue POS

The SelectBlue POS plan is a managed care program that requires a primary care physician to coordinate care through the SelectBlue Network of providers. Members can choose to receive care “coordinated” through their PCP or “self-refer” to a provider of their choice. The Council's Benefits Group offers 3 SelectBlue Options.
CommunityBlue POS

Low Option POS
The CommunityBlue POS is a managed care option that requires a primary care physician to coordinate care through the CommunityBlue Network of providers. Members can choose to receive care “coordinated” through their PCP or “self-refer” to a provider of their choice. CommunityBlue features a provider network exclusive to Allegheny and surrounding counties. The Council's Benefits Group offers two CommunityBlue plans.
KeystoneBlue HMO

The KeystoneBlue HMO is a managed care plan that requires members to select a PCP from the KeystoneBlue Network of providers. All care must be provided by, or coordinated through the PCP.
65 Special

The 65 Special is a traditional fee-for-service program designed to supplement Medicare Part A and B.

OptiChoice Vision

Vision Benefits of America

The Vision Benefits of America (VBA) program is a managed vision preferred provider program. The Council's Employee Benefits Group offers two VBA plans.
Group Basic Life

The life insurance program offered by the Council's Benefits Group combines risk protection with an array of unique plan design features.
Voluntary Supplemental Life

Employees can purchase through payroll deduction, additional life insurance coverage for themselves, their spouse and dependent children. Program is available to employers with 10 or more employees.
Group Short Term Disability

The short term disability program provides protection against short-term loss of income due to injury or illness. The Council's Benefits Group offers three options for employers to provide coverage to employees at low group rates.
Group Long Term Disability

The long term disability program provides income replacement coverage to employees and includes coverage for Accidental Death & Dismemberment (AD&D). The Council's Employee Benefits Group offers three options for employers to provide coverage to employees at low group rates.
Group Long Term Care

Group long term care insurance is designed to preserve assets and an individual’s lifestyle in the event of an extended illness or injury that requires costly long-term care.

Eligibility Requirements

Employers

To participate in the Pittsburgh Technology Council Employee Benefits program, you must be a member of the Pittsburgh Technology Council (PTC). For more information on joining the PTC and being part of an association that is redefining southwestern Pennsylvania, please contact the Pittsburgh Technology Council.

Employees

All employees working 30 hours or more a week are eligible. Please note that seasonal employees or casual employees are not eligible.

Exceptions are considered for employees being paid by commission and receiving Form 1099.

Dependents

All unmarried legal dependents are eligible for coverage under an insured's plan. Unmarried children are covered to age 19. A dependant who is a full-time student may remain on the coverage until age 25.

Retirees

An employee who retires may continue to be covered as long as the contributing employer is a member of the Pittsburgh Technology Council.

Employees Over Age 65

Any employee age 65 or older working more than 21 hours per week should remain on the group's plan. Employees with Medicare Part A and B working less than 21 hours per week and retirees should enroll in the 65-Special Program instead.

The following participation requirements apply to all PTC member firms.
