HIPAA Administration

The Health Insurance Portability Act of 1996 (HIPAA)
applies to all groups with two or more employees. The main purpose of HIPAA is
to make health insurance more accessible and portable for those participating in
individual and group plans.

Certificates of Creditable Coverage
Because the PTC plans do not impose waiting periods for
pre-existing conditions, HIPAA does not have a great deal of influence. The one
HIPAA requirement that PTC groups must comply with involves Certificates of
Creditable Coverage.
A Certificate of Creditable Coverage is documentation of
an individual or dependent's past health coverage with a creditable health plan.
By presenting a certificate to a new employer or insurer, the individual may
receive credit toward a new plan's waiting period for pre-existing
conditions.
Highmark Blue Cross Blue Shield will issue certificates
for any subscriber who leaves a group plan on or after June 1, 1997. This
certificate will be mailed to the subscriber's home address. Termination of an employee
from the carrier's coverage system will generate the issuance of this certificate.
